CHALLENGE
Implement technology tools to help promote administrative efficiency and effectiveness; consolidate modern, efficient and transparent public administration at the service of citizens; strengthen the fight against corruption, information transparency and accountability through interactive portals built to technical standards and responsive to citizens’ requirements; provide access to public information; and centralize the procedures offered by national government agencies so that users can access them from a single point.
SOLUTION
Implement a Search Application for the Función Pública portal (www.funcionpublica.gov.co), SUIT (Single Procedures Information System, www.suit.gov.co), SIGEP (Public Employment Information and Management System serving public administration and citizens, www.sigep.gov.co) and the Public Managers Bank Portal (which provides all the academic information and work experience of Colombian government managers); the managers portal is for the exclusive use of DAFP internal users.
Technology tools with different features were developed for each of the institution’s portals, as follows:
Función Pública Portal (Administrative Department of Public Service): with the implementation of the Search Application, citizens have easy and fast access to the agency’s public information, such as regulations, publications and indicators of general interest about the agency and the national government as a whole.
Key technology developments include:
Search box implementation, results interface, and indexing of the website (https://www.funcionpublica.gov.co/).
SUIT Portal (Single Procedures Information System): on this portal, citizens can look up the procedures and other administrative processes that all government institutions offer to the public. The application centralizes administrative procedures at the national and regional levels.
Key technology developments include:
Search box implementation: users can search for information about the procedures and services provided by government agencies at the national and regional levels.
Results interface, database indexing of procedures, spell checker.
SIGEP Portal (Public Employment Information and Management System serving public administration and citizens): the tool provides access to national and regional institutional information on agency type, sector, structure, staffing, positions, job description manual, salaries, benefits, résumés and human resources, the information that identifies Colombian government institutions.
